The Housing Research Library platform has been developed by Deborah Brown, a seasoned professional with over 25 years of experience in the Housing Sector. Until Spring 2024, Deborah worked as a lawyer in the Housing Management and Litigation Team at a highly regarded commercial law firm in Leeds, known for its exceptional real estate group and for nearly a decade beforehand ran a consultancy for the private rented sector.

While Deborah can work with organisations on various projects, she has a significant interest in two specific areas: the Renters’ Rights Act and tenant anti-social behaviour.
Renters’ Rights Act
With the Renters’ Rights Act having received Royal Assent in October 2025, stakeholders within the rented housing sector will be spending the next few years getting to grips with the most significant changes to the sector that England has seen in nearly 40 years. Organisations will need to be ready to adapt to these changes, ensuring they have a clear understanding of the operational impact and also the implications of non-compliance.
During the previous government Deborah was part of a working group which aimed to help shape key parts of the Renters Reform Bill (from which the Renters’ Right Act originates) and highlight the unintended consequences, and potentially damaging impacts of certain provisions within that bill.
Deborah has developed RRiACT™, a comprehensive tool covering all aspects of the Renters’ Rights Act from the initial bill stages to the current day where it will continue to develop over time. This is included in the platform’s suite of products.
Anti-Social Behaviour
A significant portion of Deborah’s work focused on advising housing providers for social housing, purpose-built student accommodation and build-to-rent accommodation, regarding tenant anti-social behaviour. The volume of this work increased significantly during the coronavirus pandemic lockdowns.
She worked with housing providers to obtain anti-social behaviour injunction orders, possession orders and alternative solutions. She advised on developing their ASB related policies and procedures and also spent time educating those within the wider sector on ASB procedure, including publishing articles and delivering training sessions and talks on the subject.
